Good mp3 editing program

You won't want to do this in the major audio editing programs as you'll wind up recompressing the audio every time you save. Try MP3 Surgeon, which allows you to directly edit and merge MP3 files.
 
Yes, but with Goldwave, you're saving audio BACK to MP3. In other words, REcompressing it.

You must use something that will operate DIRECTLY on the MP3 data.

Again. Cool Edit Pro, like any other audio editor can not edit MP3 data directly. Instead, it imports the compressed audio and you must save it as WAV or REcompress it back to MP3.
