No, Mousebits doesn't care what your ratio is. You're still welcome here even if you have a zero ratio.
That message refers to tracker problems. Your PC and the tracker are not talking to each other.
Have you checked things like your Firewall? Maybe reset the permission for your client to access the Internet (often needed if you do an upgrade etc).
I've just had a look at my own client and although I'm not downloading anything at the moment, I'm seeding OK.
Try restarting your client and see if that helps (and possibly a restart on the PC as well).
Which client are you using? Utorrent, Azureus etc.
